Short answer
You need a clear ownership chain from the named foreign keeper or title holder through to you.
Official position
DVLA uses original foreign registration evidence and other supporting documents to identify the vehicle. GOV.UK also expects evidence showing when the vehicle was collected. If the title is in someone else’s name, the missing link is not automatically fatal, but it needs explaining with bills of sale, invoices or export documents.
What to do
Ask for each bill of sale or invoice linking the foreign title holder to the importer, seller and then you.
Check that each document names the same VIN or chassis number.
Ask why the foreign title was not transferred before export and get the answer in writing.
Walk away if the seller cannot prove authority to sell the vehicle.

- Assuming a foreign title in any name is enough.
- Ignoring a gap between the foreign owner and the UK seller.
- Accepting a bill of sale with no VIN or chassis number.
