Short answer

GOV.UK says if the vehicle has an engine of 48cc or less, or 7.2kW or less if electric, you can register it without telling HMRC first.

GOV.UK states that if your vehicle has an engine of 48cc or less, or 7.2kW or less if it is electric, you can register it without telling HMRC first. That does not remove the normal DVLA identity, approval, tax and registration evidence requirements.

What to do

Confirm the engine capacity or electric power rating from reliable vehicle evidence.

Keep capacity or power evidence with the V55/5 pack.

Still complete the motorcycle/moped registration, tax class, MOT or MSVA route correctly.

Do not apply the exception to larger motorcycles or uncertain engine capacities.

Common mistakes

  • Assuming all mopeds are under 48cc.
  • Treating the HMRC exception as an exemption from DVLA registration.
  • Rounding a larger engine down to fit the exception.
