Can a barn-find classic with no paperwork be registered?

Short answer

Possibly, but it is evidence-led. You need to prove identity, age, ownership chain, import status if relevant, and whether it was previously UK registered.

Official position

GOV.UK says old vehicles may need new-registration instructions, V765 for original-number claims, owner-club endorsement and documentary evidence linking the vehicle to the original number. Imported vehicles normally need original foreign documents, or a letter explaining why they are unavailable plus acceptable dating evidence.
